Q1. Does the research conducted need to focus on Oregon?
A1. Most of the research we support focuses on Oregon, however, as a national university transportation center the research should have relevance and applicability beyond our borders.
Q2. Can a project funded by the TRB IDEA program be used as match?
A2. So long as the funding is from NCHRP. Other Cooperative Research Programs are typically comprised of federal funding.
Q3. For Initiatives we're required to partner with another OTREC institution, correct? Or can it be across schools/depts within one institution?
A3. You are required to partner with another OTREC campus (e.g., PSU, UO, OSU, or OIT).
Q4. We are collaborating with a Canadian faculty on a project, can we use the Canadian faculty time as match for a UTC-related project?
A4. If the work is directly related to research and/or other allowed activities being conducted by OTREC under the grant, then yes, the Canadian faculty time could be used as match.
Q5. What form do I use if I am submitting a proposal for an Initiative?
A5. The same form should be used for submitting proposals and Initiatives. Sections 12 & 13 specifically pertain to initiatives so those that are submitting proposals do not need to fill out those sections.
Q6. PSU's F&A rate differs from what is on the Budget Form. What rate is correct?
A6. PSU must use the negotiated indirect rate that was approved at the onset of the grant of 44%. Though this may not be the current rate, PSU faculty must use this rate. All other institutions rate for 2010-2011 are their current rates as noted: University of Oregon: 42%, Oregon State University: 46.2%, and Oregon Institute of Technology: 59.3%.
Q7. What counts as cash match for iniativies?
A7. Any cash match that is unencumbered at the time of proposal submission counts as cash match.
Q8. Can consutlants partner on OTREC proposals?
A8. Per the RITA General Provisions, OTREC is expected to utilize the services of our own PIs to maximum extent possible. Where necessary, the PI must provide sufficient justification and explanation of value and contribution of consultant services project or activity. We recommend that any consultant services not exceed the value provided by the PI.
